Mr. Cagnolatti has over 12 years of experience in a broad range of engineering and environmental projects. These have included product development and testing for air compliance, laboratory testing of hazardous waste, field testing of engineered impoundment caps, site assessments, permitting, waste management, water treatment, industrial construction oversight, and risk assessment.
While working as a chemist for OHM Corporation, Mr. Cagnolatti performed Gas Chromatograph and physical analysis of hazardous waste on a refinery surge-pond cleanup site. He has also performed laboratory Method Detection Limit Studies as part of a QA/QC plan.
While employed at Arabie Environmental Solutions, Mr. Cagnolatti has performed nuclear moisture and density testing on clay/geosynthetic composite impoundment caps. He has performed Phase I site assessments, and Phase II assessment activities such as soil borings and monitor well installations, development, sampling, and hydraulic testing. Mr. Cagnolatti has performed UST site investigations including UST site assessment reports. He has also prepared air and water permit applications and assisted in the development of Spill Prevention Control and Countermeasure (SPCC) Plans.
Mr. Cagnolatti has extensive experience in monitor well, soil, and outfall and storm water discharge sampling. He has managed hazardous waste handling and disposal. In addition Mr. Cagnolatti has implemented the installation, operation, and maintenance of water treatment systems for the treatment of contaminated groundwater.
Mr. Cagnolatti has performed construction oversight of a $3 million waste storage and treatment facility located at a permitted hazardous waste disposal facility. Job duties included the on-site oversight of all phases of construction from foundation preparation to process control system development and testing. Construction oversight activities included working with facility personnel and contractors during the construction of the treatment facility to ensure proper construction, equipment layout and function, processing of change orders, the development of an Operations and Maintenance Manual, and facility start-up assistance.
Mr. Cagnolatti has performed risk assessments for several impacted properties in accordance with the Louisiana Department of Environmental Quality Risk Assessment/Corrective Action Program (RECAP). These risk assessments have ranged in complexity from small releases at UST sites to multiple releases of several constituents at large industrial facilities.
